Municipal Chief Pajala

About the Position

We are looking for someone who is genuinely interested in Pajala Municipality and wants to lead our joint efforts to continue developing the municipality for the future. You have 600 competent colleagues whom it is important to include and highlight. Communication, participation, and collaboration are success factors.

As the municipal chief, you act as a communication link between politics and administration. You are responsible for investigating feasibility, providing adequate documentation, and overseeing implementation. As the municipal chief, you also have overall responsibility for the municipality's operations and municipal companies. You lead the organization with a corporate perspective and ensure that governance, coordination, and development occur efficiently and in line with political decisions.

Furthermore, you have several important areas of responsibility.

• You ensure that the work environment is safe and meets all requirements.
• You also ensure that the goals are clear and well communicated, and that employees have the authority to achieve them.
• You are responsible for ensuring that the municipality's principles for governance and management are clear and followed.
• You will also be primarily responsible for the municipality's collaboration agreements in cooperation with employee organizations.
• You are expected to act as a role model to lead a transparent, thriving, and efficient organization.

Part of your job is to establish and follow up on the management organization, which includes the municipality's management team. You make important decisions within the framework of the municipal council's oversight obligation and ensure that the distribution of roles and responsibilities between elected officials and civil servants is clear. As the municipal chief, you are a central part of the management team and work closely with the operations to create engagement and collaboration. The role requires physical presence in Pajala Municipality. We expect you to live in the municipality or have your primary workplace here.

The position is a direct recruitment to Pajala Municipality, and the recruitment process is handled by the HR department.

About You

To succeed in this role, it is important that you have several years of experience as a manager or leader, preferably overseeing other managers/leaders. Experience in public administration or government agencies is considered an advantage. If you speak Finnish and/or Meänkieli, it is also seen as a merit.

We are looking for someone who:

• Has a relevant higher education or equivalent experience that the employer deems comparable
• Has several years of experience as a manager or leader, preferably with responsibility for other managers. Other documented leadership experience may also be relevant.
• Has good knowledge of the Office suite
• Masters Swedish and English in both speech and writing
• Has a B driver's license

Meritorious for the position:

• Education in law, economics, sociology, or political science
• Experience in public administration or government agencies.
• Fluent Finnish and/or Meänkieli

Additionally, you plan and organize your work realistically and foresee problems, developing alternative plans. The position is classified in a security class and will be security-checked before employment.
